New Policy Changes for the Updated PRT
Does the new denial of promotion/advancement/frocking impact
advancement exam participation?

Sailors are still permitted to participate in the March and September Exam cycles for
promotion selection, however they are ineligible for promotion, advancement, or
frocking if they have failed the most recent official PFA.  They may regain eligibility
by passing a monthly mock PFA through the FEP program as certified by the
Command Fitness Leader. If the Sailor is not within PFA or BCA standards by the
promotion cycle limiting date, the advancement authority will be withdrawn as per
BUPERSINST 1430.16E for Enlisted or delayed promotion or removal from the
promotion list as per SECNAVINST 1420.1A for Officers.

If a Sailor has failed three PFAs in a 4 year period, they are not permitted to take the
March or September Exam until passing two consecutive PFAs prior to the next
exam date.





Where is info on mandatory ADSEP processing?

For enlisted personnel, MILPERSMAN is governing directive for ADSEP
processing; COMNAVPERSCOM (PERS-4832) is point of contact, (901) 874-
4439.  For officers, commanding officers will initiate separation processing with a
request to COMNAVPERSCOM (PERS-4834).  This is separate from the letter of
notification already issued by CO to member for the PFA failures accumulated.  
Request shall reference SECNAVINST 1920.6C (3)(1)(a) and OPNAVINST 6110.1
H, outlining PFA failures.  If COMNAVPERSCOM directs separation proceeding
after 'show cause' determination, PERS-4834 will notify the probationary officer and
provide an opportunity to respond, or direct the non-probationary officer to a board of
inquiry (BOI).  Letter will be submitted after progress or readiness waiver request, if
anticipated, has been approved or disapproved.  For those personnel who are
involuntarily separated, unearned bonuses paid and all existing indebtedness will be
collected per DODMFR.


How does the new policy impact transferring of personnel?

OPNAVINST 6110.1H does not stipulate restrictions on transferring members who
are not within PFA standards, however commands should be working closely with
placement and detailers so that funds are not expended unnecessarily when
members that are subject to ADSEP processing are transferred, then ultimately
processed at gaining command.


How does the new policy impact those members with over 18 years of
service?

Any member who has achieved retirement eligibility, and is subject to ADSEP
processing based on PFA failures, may request to transfer to Fleet Reserve or to
retire at the earliest convenience to the government.  Otherwise, ADSEP processing
will continue.  POC for Fleet Reserve and retirement requests is PERS-4823, (901)
874-2311.





What do we do now that there is no longer a requirement for physical
exams?

The requirement for routine physical exams (5-yr physical) to serve as clearance for
participation in PRT or physical conditioning is cancelled.  Manual for Navy Medicine
Article 15-9 Periodic Examinations for Active Duty Personnel on page 15-10 states
"Routine periodic physical examinations are no longer required for active duty
personnel including flag officers.  Please see OPNAVINST 6120.3 series for
guidance on the Preventive Health Assessment.”  PHA now serves as the clearance
mechanism for participation in command physical conditioning programs, the fitness
enhancement program (FEP), and the PRT.  All Sailors must complete the physical
activity risk factor questionnaire (PARFQ) prior to each PFA cycle.  However, the
block at the bottom of the PARFQ should only be completed and signed by a
medical provider in cases where members do not have a current PHA or who
answer "yes" to any question on the PARFQ (unless they were previously cleared to
participate for that response and the condition has not worsened and no new risk
factors are present).  


What's up with the BCA exception rule?

Per OPNAVINST 6110.1H, enclosure (6), para 5. C., COs may waive BCA criteria
up to the DOD maximum standard (26% for males and 36% for females) for
personnel who score an overall "outstanding" or "excellent" on the PRT, with no
single event scored below "good."  Members must present a professional, military
appearance to be eligible for consideration.  Approved BCA exception waivers
should be forwarded to N151C so that BCA may be changed in PRIMS to reflect
"within standards".


How many times can a member participate in the scheduled PFA under the
"bad day rule"?

This is at the command’s discretion and should be discussed with the CO when
setting up the PFA cycle.  Inform the member that calling a “bad day” means
retesting both the BCA and PRT.  


If a member is medically waived from one area of the PRT such as pushups,
but passes all other areas he/she is cleared to participate in, how would the
final overall score be calculated?

Members who are medically waived from one event receive a “pass” and if waived
from two events, they are not assigned an overall score.  PRIMS will automatically
calculate the final score as "medical waiver."


BODY COMPOSITION ASSESSMENT (BCA)

Are members required to be in standards at all times?  Can the Commanding
Officer or Command Fitness Leader tape whoever, whenever, and hold them
accountable?

Yes, Navy members are required to be within standards at all times and the CO may
establish his/her policy for consistency of Navy policy/standards application (i.e.
should apply to all members).  CO may choose to assess all newly reporting
personnel, quarterly assessments, random (like urinalysis), etc.  If member is out of
BCA standard, they should be placed in FEP and their progress monitored as per
instruction.  Keep in mind, only "official" measurement, for fitrep/eval/other admin
actions, shall be BCA conducted in accordance with command's PFA cycle.


How is BCA to be conducted for newly reporting members?

Participation of members under the 10-week window for PFA is not to be counted as
official.  However, COs may require them to participate in BCA since Navy members
are required to be within standards at all times and for enrollment in FEP.
